LOS ANGELES — Southern Californians faced a second straight day of devastation Saturday as a wind-blasted wildfire destroyed some 500 mobile homes, shut down major freeways and forced thousands of people to abandon homes in the path of flames.

Gov. Arnold Schwarzenegger declared a state of emergency in Los Angeles, the day after he did so in Santa Barbara County, where 111 homes were burned to the ground in the wealthy community of Montecito on Thursday night.
